Application procedure:
To gain access to the NAKS EDF system, you must send the details of your company to the email address (indicate “For access to EDF” in the subject line of the message).
In response to your message, we send you a login and password to log into the system.
After receiving the password, you need to go to the website in the “AUTHORIZATION IN EDO NAKS” section.
First of all, fill in the details of your organization in the “Account” section. Please pay attention to filling out your organization’s personal information in the “Account” section. The data will automatically be used to fill out documents.
Next, you need to fill out an application electronically in the NEW PERSONAL ACCOUNT “Personnel Applications”.
After filling out and saving the application, return to the “Personnel Applications” section and send the electronic application to the Certification Center ( Krasnoyarsk: SSR-GATs
) (left-click on the name of the person being certified and in the menu that opens, select “send to AC”).
In order for a center specialist to check your Application, you must send scanned documents to an email address (lists of documents are listed below);
After verification, a completed printed version of the application will be sent to you by email. The application will need to be printed, signed, sealed and provided to us with all the documents.
The certification process can begin only after providing a complete set of documents.
All copies of documents must be certified. The certification mark includes the word “True”, the position of the person who certified the copy, his signature with a transcript, the date of certification of the copy, as well as the seal of the organization.
What is necessary
To pass certification, an enterprise must submit an application to NAKS. This document should indicate the passport details of the mechanisms. The application must be accompanied by a passport or a copy thereof, as well as a certificate of conformity. If we are talking about imported devices, then it is necessary to attach the instruction manual. Having received the application, NAKS creates a commission that goes to the production site. If such a need arises, additional information is requested from the applicant. Test days are agreed upon with company representatives. After their completion, the applicant is issued a certificate or a protocol of refusal is drawn up. Please note: there is a fee for this procedure. Its final cost is determined by the complexity of the task and the quantity, as well as the types of mechanisms to be examined. Some business owners are intimidated by the additional costs. However, they will fully pay off, since after passing the inspection the company will be able to perform a wider range of work, including welding structures that require high-quality connecting seams. Certification of welding equipment, the price
of which varies from several tens to hundreds of thousands, has special regulations for its implementation. In many ways, they have an active influence on the formation of the cost of work, because the type of permit—the type of access to the equipment—depends on the type of preparation. The latter can be divided into several categories:
- for welding building metal structures;
- for connecting lifting and transport type mechanisms;
- for work on boiler rooms, gas and gas distribution equipment;
- for welding at mining, metallurgical and metalworking facilities;
- for welding at oil and oil and gas facilities;
- to create an infrastructure capable of ensuring the safe transportation of special-purpose cargo.
The NAKS certificate for welding equipment
is divided into several types, each of which has an exact cost.
As a rule, it is formed based on the results of a completed questionnaire, and largely depends on the following criteria: the level of certification of welders and specialists; number of experts; established regulations for welding production. 2. Certificate or extract from the work book confirming work experience in welding;
3. A certified copy of documents on the welder’s qualifications (category, skill level);
Documents confirming qualifications are:
- a copy of the order (instruction) issued on the basis of the conclusion of the qualification commission of the enterprise before 04/09/2018;
- a copy of the work book with a record of the assigned qualification (record, for example: Assigned 5th category);
- a copy of the document on education (issued before 2013), on qualifications (after 2013), education, professional training, issued by an organization carrying out educational activities in the Russian Federation.

4. A certified copy of the document on education (training);
5. A certified copy of the welder’s certification protocol (for periodic certification);
6. A copy of the document confirming the absence of medical contraindications to working as a welder;
7. Color photograph 3x4 cm, printed on MATTE PAPER (1 piece, if one welding method is declared).
How to get verified
To do this, the company must have at least 2 welders and at least one level 3 specialist who have already received certificates. It is also necessary to have your own non-destructive testing laboratory or a service agreement concluded with such a laboratory.
In addition, before submitting an application to the agency, you should prepare and submit the relevant documents (we are talking about technical maps, orders, instructions, magazines). They must be signed by a Level 3 welder. It is also required to pre-certify welding equipment. A prerequisite is the availability of certificates for metals and other materials.
If all the above conditions are met, the plant submits an application to NAKS, attaching to it a package of documentary materials, including the charter, layout of units in the workshop, laboratory documentation, a set of certificates, certificates of specialists, etc.

2. Certificate or extract from the work book confirming work experience in welding;
3. A certified copy of a certificate confirming the qualifications of a welder (category);
4. A certified copy of the welder’s initial certification protocol;
5. Copy of medical certificate;
6. Original certificate with marks on the work of the welder (to be completed every 6 months).
In what case will everything be successful?
When carrying out the procedure, they rely on the provisions of RD 03-614-03. The basic requirements for it were indicated earlier. We are talking about the presence of at least 2 workers and one technologist of the 3rd level who have already confirmed their qualifications and received the appropriate certificate. If this condition is met, the organization prepares a package of necessary papers and sends it to NAKS.
The agency checks them and decides whether to admit him to the procedure or not. If the verdict is positive, then a commission is created and a plan is developed. Information about this is communicated to the applicant.

1. Original application, consent to the processing of personal data (filled out by the person to whom the application is submitted) CONSENT specialist;
2. A certified copy of the education diploma;
3. A certified copy of the document on retraining for a specialty in welding production with basic technical education;
4. A certificate or extract from the work book confirming work experience in welding indicating the position;
5. A certified copy of the specialist’s certification protocol (for periodic certification);
6. Certified copies of protocols on passing exams according to the Safety Rules of Rostechnadzor (MANDATORY!!!);
7. Color photograph, 3 x 4 cm, printed on MATTE PAPER (1 pc.).
How is the check carried out?
Having received the application, it examines the documents and, if they comply with the approved requirements, sends a commission to the site. An action plan is preliminarily approved. If the inspectors have no comments, then the applicant receives a certificate valid for 4 years. The practical essence of the process is that specialists make seams, which are subsequently tested in the laboratory. From the moment the papers are sent, on average, this will take about a month and a half.
Information about structures that have successfully passed the assessment is entered into a special register. To ensure that an organization is indeed a certified service provider, you can check the information on the organization's website. This can be done by anyone who knows the number of the center that conducted the study and, directly, the certificate received.
List of documents required to renew a welder's certificate:
1. Original application-petition, consent to the processing of personal data CONSENT_welder;
2. A certified copy of the certification protocol;
3. The original certification certificate with marks indicating that there was no break in work for more than 6 months in accordance with the scope of the certification (for a welder of external pipelines made of polymer materials, a break in work is allowed for no more than 6 months);
4. Final certificate certified by the technical control department (control laboratory) and the head of the enterprise, confirming the quality of work performed by the welder for at least the last 6 months, in accordance with the actual work performed in the field of certification distribution specified in the certificate (the documents may include test results of permissible joints);
5. A certificate or extract from the work book confirming work experience in welding indicating the category.
What is the essence of the welding technology certification procedure at NAKS?
Certification of welding technology is carried out by representatives of special certification centers (available in all regions). They determine whether the plant can be given the right to implement such tasks, and whether the employees and technical documentation have been certified. They also directly analyze the process itself and the quality of the materials used. It is important to note that this procedure is mandatory for all hazardous industries.
